First, Go To WordPress Dashboard --> All Pages, Edit the Page

1. On the Page, Click "+" to add an element.

2.  Click on "Single Image" to add an image to the Page.

3.  Scroll down the popup box until you see the "On click action".

4.  On click action : select "Open custom link"

5.  Image link : the link or URL of the other website you want to link to

6.  (Optional) Link Target : If you want to open this website in a new URL, select "New window".

7.  Click on "Save Changes"

8.  Update the Page.
